BCforward is seeking a highly motivated and experienced Project Manager.


Employee works for the Indiana Department of Environmental Management in the Information Services' Project Management Office. Employee helps provide project management for new and existing enterprise implementation projects for the IDEM Modernization program. This position will be responsible for the project management of a wide range of projects including program area and IT specific projects and will monitor and control all phases and processes including initiation, planning, execution, and closeout. This position leads, plans, organizes and controls activities of cross-functional and cross-media project team members involved in the definition, design development and delivery of systems and processes that meet business function objectives, satisfy user requirements, and comply with IDEM's technical architecture and IT strategic plan.

Skills Requirements:


Ø Ideally, Minimally 4 years prior PM experience

Ø Positive Attitude, Strong Aptitude for Learning, Internal Motivation, Strong Communication, Analytical Mindset.

Ø Advanced knowledge of project management process groups including initiating, planning, executing, monitoring & controlling, and closing

Ø Advanced knowledge of project process related to initiation, preparation, scope, risk, schedule, procurement, budget, team execution, stakeholders, work, performance, communication, change, and closeout

Ø Considerable domain knowledge of project management theories and practices and the ability to apply that knowledge

Ø Considerable knowledge of the information systems development life cycle, information technology, project tools and approaches to development and implementation

Ø Experience managing human resources including management of team and individual performance; May include virtual teams and team members not co-located

Ø Strong emotional intelligence including curiosity, self-awareness, self-motivation, ability to identify non-verbal cues in self and others, ability to work under stressful conditions, ability to de-escalate conflict, consistently present self in professional and mature manner, empathic, and ability to negotiate

Ø Ability to determine level of project management rigor, detail, and methodology based on project scope, schedule, and cost

Ø Proven ability to lead, encourage and influence others to perform

Ø Proven ability to quickly understand the business functional area including systems being served and supported.


Ø Advanced level skills with all MS Office products including Word, Excel, PowerPoint, Visio, and Project (preferred)

Ø Excellent verbal and written communication skills including interviewing, documentation as well as presenting to small and medium sized groups

Ø Experience with business process mapping, as well as an understanding of the relationship between business processes, policies, and technology

Ø Experience working with modern systems and relational databases

Ø Experience with data migration and conversion

Ø Experience with systems integration

Ø Experience with data architecture and data science including modeling and standards

Ø Deep understanding of how information can be stored, organized, and used

Ø Understanding of user experience, intuitive design, including the 'customer journey'

Ø Experience managing project activities using tools like Jira and SharePoint

Ø Proven ability to communicate ideas in both technical and a non-technical manner for business and technical concepts.


Ø Reliable willingness to ask for assistance and help when needed

Ø Understanding of discernment on matters of escalation and customer service

Ø Demonstrated openness to coaching and mentoring from more experienced and senior team members

Ø Proven willingness to receive feedback and adjust style, behavior, and approach as needed

Ø Proven ability to work in dynamic environment with a heavy customer service orientation

Ø Self-motivated with strong inherent research and troubleshooting skills as well as keen attention to detail;


Ø PMI PMP (or equivalent) certification

Ø IIBA Certification of Competency in Business Analysis (or equivalent)

Duties and Responsibilities:


Ø Manage projects that may involve multiple agencies, departments, external customers, contracted resources

Ø Consistently follows established PM methodology defined by PMO

Ø Create and maintain project plans and other standard project documentation as established by PMO

Ø Ensures that all needed project related activities and artifacts are consistently conducted and delivered; Ensure that users and project team member's roles and responsibilities on the project are identified and classified in the stakeholder register and appropriately engaged throughout the duration of the project;

Ø Coordinate and monitor activities of all project team members involved in the project to ensure the project is completed on time and within budget and that it meets the project objectives

Ø Communicate project status to relevant stakeholders including sponsor, executive management, IT managers, project team, and business users per the project communications plan

Ø Ensure that scope and user requirements are defined, documented, and approved

Ø Scope and quality should be managed and controlled throughout the project's duration

Ø Ensure all deliverables are validated and approved by sponsor and/or key stakeholders

Ø Create and maintain a positive, interactive, and engaged team atmosphere and work environment to promote project work productivity and to increase positive outcomes


Ø Elicit requirements using interviews, participate in requirements workshops, and create business process documentation that describe use cases, scenarios, business analysis, task, and workflow analysis

Ø Provide critical review, analysis, and evaluation of business systems as well as business requests and user needs to determine feasibility including distinguishing user requests from underlying exact needs;

Ø Ensure that any new software integration into company business system meets functional requirements, system compliance, and system specifications

Ø Document business processes and how they interact with enterprise systems by researching, analyzing, and capturing existing and future system using business requirements, workflow diagrams, and mockups


Ø Provide direct support for quality improvement and data management activities

Ø Support integrating new systems and processes with existing ones

Ø Work with internal and external customers to ensure new and modified systems provide meet customer needs

Ø Identify improvement opportunities and contribute to ongoing process improvement activities

Ø Ensure business systems and related projects meet ongoing corporate business objectives, and fulfill end-user requirements


Ø Provide and support systems and implementation projects by establishing and maintaining relationships with key stakeholders

Ø Collaborate closely with project team including developers, business analysts, and program staff to implement requirements, provide necessary support for testing during QA process

Ø Identify ways to increase adoption and customer satisfaction including working directly with stakeholders to understand and negotiate needs and expectations
