Job Description

We are seeking a Financial Compliance and Reporting Consultant to join our dynamic team. The ideal candidate will have strong experience in governmental accounting, bank reconciliation oversight, internal controls, and ACFR reporting and a proven ability to design and implement reconciliation procedures, establish checks and balances, and ensure compliance with GAAP and GASB standards.

Responsibilities:

• Consult on the evaluation and review of multiple bank accounts to ensure accuracy and procedural compliance.
• Advise management on designing and implementing reconciliation procedures, establishing oversight mechanisms, and mitigating financial risks.
• Establish and monitor checks and balances for ACFR compilation and related reporting.
• Coordinate with program partners to complete financial schedules in alignment with ACFR, SEFA, and Single Audit requirements.
• Serve as SME to research, interpret, and implement new GASB pronouncements.
• Ensure financial statements and reports comply with GAAP and GASB standards.
• Provide expertise to DES management and external partners on internal accounting controls and ACFR reporting procedures.
• Participate in developing guidelines and policies related to reconciliation oversight and internal controls.

Required Skills & Qualifications:

• Proficiency in governmental accounting, GAAP, and GASB standards.
• Knowledge of ACFR, SEFA, and Single Audit requirements at Federal, State, and local levels.
• Skill with automated accounting systems and reconciliation oversight.
• Ability to conduct internal consulting, identify issues, and recommend solutions clearly and proactively.
• Experience developing and recommending revisions to accounting policies and procedures.
• Experience level: Minimum 5 years of accounting experience.

Preferred Skills:

• Active Certified Public Accountant (CPA) license.
• Expert knowledge and hands-on application of GASB, fund accounting, and governmental financial reporting.
• Demonstrable experience with ACFR preparation and review.
• At least 5 years of progressive accounting experience, including 3+ years within a government agency, municipality, school district, or a public accounting firm specializing in governmental audits.
