- The Advanced Planning Budget Manager leads the financial development of the Advanced Planning Documents (APD).
- This role develops and creates Medicaid Detailed Budget Tables (MDBT), collaborates with interna land external stakeholders, project teams, technical teams, vendors, contract and budget offices, and other key stakeholders to develop APD budgets.
- This includes drafting the budget, financial, business and technology narratives required to articulate the status of activities for all projects in various phases throughout the planning, implementation, and operations phases of their lifecycle and are directly related to CMS outcomes, state specific goals, and project requirements.
- The role collaborates with the IT Finance and DHB Budget teams for tracking APD project actual expenditures against CMS approved APD requesting funding to ensure projects are within budget.
- The role serves as the organizational expert and consultant on CMS rules/policy for APD development and participates in CMS Systems Certification.
- Additionally, this role develops as-needed APDs when project schedules/funding changes exceed CMS thresholds to support the NC Medicaid, Medicaid Enterprise System (MES) Program.
