Job Description
We are seeking a (SERVE) Justice-Involved Outreach Contractor to join our team. The ideal candidate will have strong experience in field-based peer outreach, engagement, and resource navigation for service members, veterans, and families and a proven ability to connect justice-involved veterans with stabilization resources and coordinated community services.
Responsibilities:
- Deliver non-clinical, peer support, outreach, coordination, and resource navigation within contractual scope.
- Conduct structured intake assessments that capture service history, physical ability, trauma exposure, substance use history, suicidal ideation, mental health history, stabilization needs, and other pertinent information per EOVS standards.
- Assist veterans in identifying immediate needs, stabilization priorities, and short-term goals.
- Support development of Individual Recovery Plans or comparable goal-oriented service plans focused on stability, rehabilitation, reintegration, and barrier reduction.
- Refer veterans to housing, behavioral health, substance use, employment, benefits, and legal support providers.
- Facilitate coordinated connections and warm handoffs to community providers and justice system partners as authorized.
- Coordinate within role boundaries with courts, probation, parole, diversion programs, correctional facilities, and reentry organizations to support engagement.
- Participate in community outreach activities or stakeholder meetings when authorized by supervisors.
- Maintain accurate and timely documentation of outreach, referrals, and interactions in designated EOVS systems in accordance with HIPAA, privacy laws, and PII protections.
- Escalate high-risk, safety-related, or complex matters to the designated EOVS supervisor per safety protocols.
- Communicate observed service gaps or systemic barriers impacting justice-involved veterans to the EOVS Contract Manager.
- Deliver services in community settings while complying with HIPAA, confidentiality, and PII protections.
Required Skills & Qualifications:
- Ability to follow protocol and procedures.
- Manage field-based outreach schedules, active caseloads, and administrative duties.
- Capability to meet deadlines, establish priorities, and manage work sequences.
- Professional and effective communication with veterans, providers, and the public.
- Sound judgment with appropriate escalation of concerns.
- Comfort discussing suicide and supporting potentially suicidal veterans in a non-clinical peer role.
- Solid knowledge of military culture and implications for service delivery.
- Adherence to HIPAA, confidentiality standards, and protection of PII.
- Comfort participating in approved outreach and public awareness activities.
- Working knowledge of Microsoft Office applications.
- Ability to work independently and in accordance with EOVS office, field, and telework policies.
- Reliable transportation.
Preferred Skills:
- Experience engaging justice-involved populations and coordinating with criminal justice stakeholders.
- Familiarity with local, state, federal, and community veteran resources and benefits navigation.
