Pay Range: $50/hr. - $54 /hr. on w2.

Job Description

This role supports public health data exchange initiatives and ensures accurate, secure, and timely transmission of electronic health information.

The specialist will assist with onboarding additional laboratories for Electronic Lab Reporting (ELR), troubleshoot reconciliation issues, and develop support for automated processing of new data feeds such as electronic case reports (eCR) and other system-generated data.

This position works closely with:

• Hospital personnel
• NC DPH communicable disease epidemiologists
• NC DPH IT application specialists

to coordinate schedules and develop application interfaces for exchanging patient and disease data.

Key Responsibilities

• Onboard and support additional laboratories for electronic lab reporting (ELR).
• Debug and resolve data reconciliation issues identified during daily processing.
• Build and support automated processing of new data feeds (eCR and other systems).
• Design and implement interfaces for exchanging data using:
• HL7 V2 and V3 specifications
• Structured file formats
• Ensure use of:
• Standard exchange protocols (HL7)
• Standard medical vocabularies
• Develop and apply standards-based transformations and system application code for local and national health information exchange.
• Configure and support operational platforms, specifically:
• Orion Rhapsody using JavaScript
• Perform quality control by comparing electronic records with paper records to ensure:
• Accuracy
• Completeness
• Timeliness
• Ensure privacy and security of health information in accordance with applicable data security and confidentiality standards.

Required Skills

• Hands-on experience with Orion Rhapsody
• Strong JavaScript development skills
• Experience with HL7 V2 and V3 messaging
• Knowledge of healthcare data exchange and interoperability
• Ability to troubleshoot data feeds and interface issues
• Experience working with public health or healthcare systems preferred

Nice to Have

• Experience with Electronic Lab Reporting (ELR)
• Familiarity with electronic case reporting (eCR)
• Experience working with public health agencies
