Job Description

We are seeking an experienced IT Program Manager - Delivery Lead to drive financial stewardship and delivery operations across a portfolio of products within Financial Operations. The ideal candidate will have strong experience in portfolio financial management, delivery governance, and cross-team coordination and a proven ability to lead end-to-end financial operations, enhance tooling and reporting, and improve forecasting and chargeback models.

Responsibilities:

  • Manage end-to-end financial operations, including funding oversight, CIO allocations, PMMT and TPAS entries, and license chargeback models.
  • Maintain accurate forecasting, budgeting, variance analysis, and financial tracking to inform strategic planning and investment decisions.
  • Lead quarterly software capitalization cycles, ensuring timely data collection, validation, and submission.
  • Coordinate forecast cycles by preparing updates, reconciling changes, and aligning with portfolio priorities.
  • Deliver transparent financial reporting and insights to leadership on spend, value realization, trends, and risks.
  • Partner with Finance, Procurement, Vendor Management, and Product teams to ensure compliance with financial controls, accounting policies, and audits.
  • Maintain and improve financial tooling, dashboards, and reporting for real-time visibility into financial health and commitments.
  • Promote automation-first practices to streamline workflows and improve accuracy across monthly and quarterly cycles.
  • Translate financial strategy into operational plans, funding models, and standardized processes.
  • Ensure compliance with enterprise financial, security, and audit standards across all financial operations.
  • Use metrics and feedback cycles to improve forecasting quality, reporting precision, and operational efficiency.
  • Identify opportunities to enhance chargeback models, optimize funding workflows, and increase transparency across the portfolio.

Required Skills & Qualifications:

  • Program leadership across multi-team delivery environments.
  • Cross-team coordination, dependency and risk management, and delivery flow management.
  • Governance and compliance with strong data-driven decision making.
  • Agile and Lean mindset with effective communication and influence.
  • Financial and business acumen with problem solving and systems thinking.
  • 7+ years leading multi-team delivery in product, platform, or enterprise environments.
  • Background as Program Manager, Project Manager, Delivery Lead, or equivalent.
  • Demonstrated success with intake governance, dependency management, WIP limits, and RAID rigor.
  • Familiarity with Agile delivery practices and AI-accelerated workflows.
  • Proficiency with delivery planning, documentation, and workflow tools.
  • Experience navigating enterprise change, security, and compliance processes.

Preferred Skills:

  • Experience with platform rollouts, modernization, or technical migrations.
  • Knowledge of CI, CD, automated testing, security scanning, or release automation.
  • Experience with delivery metrics and value stream or flow-oriented practices.
  • Familiarity with operational readiness, SLOs, and support models.
  • Financial fluency in budgeting and forecasting.
  • Experience using AI tools for story refinement, documentation, or delivery automation.
