Job Title:
Clinical Quality Improvement Specialist

Job Summary: This position serves in a dual capacity involving direct, in-person coordination with hospital facilities to enhance National Healthcare Safety Network (NHSN) automated hospital reporting and improve pediatric readiness capabilities within hospital networks in Indiana. The role promotes best practices and quality improvement processes, focusing on transitioning hospitals to automated reporting platforms and advancing pediatric preparedness programs. The specialist coordinates the development of statewide guidelines, educational modules, and quality improvement resources, utilizing federal and national recommendations, evidence-based guidelines, and best practices. Additionally, the role serves as a resource and technical advisor to healthcare and non-healthcare entities to address hospital facility needs effectively.

Education and Work Experience Requirements:

  • Preferred Qualifications: Registered Nurse (RN) or Bachelor of Science in Nursing (BSN) with hospital experience.

  • Bachelor's degree supplemented with 3-5 years of hospital and quality improvement experience.

  • Certifications such as Certified Professional in Healthcare Quality (CPHQ) or Lean Six Sigma are ideal.

Key Duties and Responsibilities:

Hospital Reporting and Capacity Management

  • Develop and implement a state/jurisdiction capacity system for real-time bed capacity counts in acute care hospitals, including critical access hospitals.

  • Manage user accounts and security parameters for a web-based dashboard to address surge and crisis needs.

  • Coordinate emergency department (ED) data submissions to the Hospital Capacity Data Store twice daily, including ED census, admitted census, boarding data, and ED pressure indicators.

  • Facilitate automated, secure data feeds with hospital technical staff, ensuring adherence to NHSN specifications.

  • Provide training and onboarding for hospital stakeholders and develop communication materials.

  • Test and validate data feeds, monitor progress, and compile lessons learned for inclusion in progress reports.

Pediatric Emergency Care Improvement

  • Assess and address pediatric emergency care needs in Indiana hospitals, conducting gap analyses and disseminating resources based on federal and national guidelines.

  • Develop and facilitate bi-monthly State Pediatric Emergency Care Workgroup meetings, coordinating activities, and creating tools, educational modules, and resources.

  • Participate in hospital site visits to evaluate compliance with pediatric emergency care standards, providing verbal and written assessments and actionable recommendations.

  • Develop and promote quality improvement practices and annual quality improvement plans related to pediatric emergency care.

Statewide Coordination and Stakeholder Engagement

  • Collaborate with hospitals to onboard them into the NHSN Connectivity Initiative.

  • Facilitate discussions and decision-making using shared governance models.

  • Obtain participation agreements from hospitals and ensure adherence to CDC funding requirements.

  • Support scaling the NHSN Connectivity Initiative to other states and jurisdictions.

  • Serve as a liaison to pre-hospital agencies, healthcare practitioners, and non-healthcare entities.

Data Analysis and Reporting

  • Use data to identify trends, draw conclusions, and make evidence-based recommendations.

  • Prepare comprehensive data reports for decision-makers, ensuring clarity and addressing any limitations of the analyses.

Professional Development and Other Duties

  • Maintain and enhance clinical and professional knowledge in pediatric emergency management, quality improvement processes, and healthcare trends.

  • Perform other duties as required to support program objectives.

Required Skills and Competencies:

  • Proficiency in Microsoft Teams, Power BI, Outlook, Word, PowerPoint, Excel, and web-based tools such as REDCap.

  • Strong analytical and problem-solving abilities to interpret complex data and develop actionable solutions.

  • Exceptional organizational and time-management skills to coordinate multiple projects effectively.

  • Excellent interpersonal, negotiation, and communication skills for engaging with diverse stakeholders.

  • High adaptability and ability to work in a fast-paced, dynamic environment.

Travel Requirements:

  • In-state travel is required as needed.

  • Occasional out-of-state travel may be necessary.
