Position Title: Technical Specialist

Location: Raleigh, NC 27610

Anticipated Start Date: 1-2 weeks

Pay Range: [$55/HR - [$60.00/HR]

Position Overview:

The North Carolina Department of Transportation (NCDOT) is seeking a highly skilled Technical Specialist for a short-term contractor assignment on the Department's Electronic Lien & Titling Project. The role requires in-depth experience with legacy program modules, as well as expertise in coding and testing modifications to these applications. The Specialist will be instrumental in analyzing, defining, and implementing changes to enhance legacy systems.

Key Responsibilities:

* Requirements Analysis & Documentation: Analyze, define, and document requirements for data and business processes related to the Electronic Lien & Titling Project.

* Legacy System Modifications: Design, document, and coordinate desired changes to existing legacy modules. Ensure modifications meet project requirements and align with overall project goals.

* Quality Control: Provide quality control for project deliverables, ensuring accuracy and compliance with specifications.

* Feasibility Analysis: Analyze and estimate the feasibility and compatibility of proposed changes with other programs and projects.

* Project Documentation: Document program and project deliverables as assigned, including coding changes, testing results, and implementation plans.

Must Have:

* Experience: Minimum of 10 years as a programmer analyst in a corporate or government setting.

* Technical Expertise: At least 5 years of experience exposing CICS and COBOL programs as web services via CICS Transaction Server (CTS) and/or CICS Transaction Gateway (CTG).

* Programming Skills: Proven experience in programming techniques, languages in the mainframe environment, including COBOL, CICS, TSO, MVS JCL, ENDEVOR, CA Tools, SQL, DB2, and VSAM.

* Analytical Skills: Strong ability to analyze, design, and estimate project requirements, feasibility, and compatibility.

* Communication: Excellent communication skills, both written and verbal, with the ability to present and explain complex technical concepts clearly.

* Organizational Skills: Exceptional organization, planning, and scheduling skills, with a demonstrated ability to resolve complex problems.

* Experience: Proven experience with financial processes analysis and modification. Demonstrated experience working with large project teams.

* Technical Proficiency: Proficient in Microsoft Suite (Word, Excel, PowerPoint).

Preferred:

* Government Experience: Experience with state or county government projects.

* SSL Experience: Knowledge of Secure Socket Layer (SSL) technologies.

* Application Development: Experience with enterprise-level application development spanning multiple business areas.

* .NET Framework: Experience with C# applications using the latest .NET framework.
