Job Description

We are seeking a Technical Recruiter to join our dynamic team supporting the Executive Office of Technology Services and Security (EOTSS) for the Commonwealth of Massachusetts.
The ideal candidate will have strong experience in full-cycle recruiting for technical roles and a proven ability to build pipelines, source specialized talent, and guide stakeholders through an efficient hiring process.

Responsibilities:

  • Independently manage a requisition load of full-time and contract openings across technical disciplines.
  • Conduct intake conversations with hiring managers to define requirements, core competencies, and candidate profiles while guiding stakeholders through the full-cycle process.
  • Develop and execute sourcing strategies across LinkedIn Recruiter, job boards, networks, and recruiting events.
  • Review technical requirements and collaborate with managers to refine job descriptions for clarity, accessibility, and search optimization.
  • Identify and engage passive candidates through direct outreach and networking.
  • Screen resumes and conduct phone interviews to assess qualifications and alignment to role needs.
  • Present qualified candidates with insights and recommendations to support hiring decisions.
  • Serve as primary point of contact for candidates and hiring managers to ensure timely communication and a positive experience.
  • Coordinate interview scheduling and collect feedback to support efficient timelines.
  • Maintain accurate documentation within applicant tracking systems and internal reporting tools.
  • Represent EOTSS at career fairs, industry events, and networking functions to promote employer brand and build pipelines.
  • Provide regular updates on recruitment progress, challenges, and pipeline status to stakeholders.
  • Partner with HR and internal teams to ensure compliance with applicable hiring policies and public sector guidelines.
  • Contribute to continuous improvement of processes, candidate experience, and sourcing strategies.
  • Support workforce planning by identifying talent trends, skill gaps, and pipeline opportunities for critical roles.

Required Skills & Qualifications:

  • Full-cycle recruitment experience for technical or technology-adjacent roles.
  • Proficiency with sourcing tools such as LinkedIn Recruiter, job boards, and networking platforms.
  • Strong stakeholder management with clear, timely communication.
  • Organizational skills with attention to detail and the ability to manage multiple requisitions.
  • Experience conducting phone screens and assessing technical role alignment.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Experience level: 1-3+ years in full-cycle recruiting.

Preferred Skills:

  • Familiarity recruiting for software development, infrastructure, and cybersecurity roles.
  • Experience in public sector or large enterprise environments and with ATS reporting.

Work Location & Schedule:

Primary location: One Ashburton Place, Boston, Massachusetts 02108.
Hybrid schedule, Monday through Friday, 9:00 AM to 5:00 PM EST.

Conditions of Employment:

  • Massachusetts Criminal Background Check (CORI).
  • Security clearance including fingerprinting as required.
  • Completion of required security training.
